The Winnsboro ISD Board of Trustees held a budget workshop prior to the regular monthly board meeting on Tuesday, July 21.
During the budget workshop, board members received a presentation outlining the proposed 2026–2027 district budget. Trustees also tabled consideration of an agreement with Wood County to calculate Truth in Taxation for the district.
The regular board meeting followed the workshop.
The meeting began with special recognition of 2026 State Fishing Champions Sam Cotton and Porter South for their outstanding achievement.
During the public forum, Mrs. Neta Kemp officially gifted the Winnsboro ISD Swine Barn to the district. The Board expressed its sincere appreciation for this generous donation and Mrs. Kemp's continued support of Winnsboro ISD students.

The Board also:
Reviewed the June financial report and bills paid.
Heard a presentation on the proposed ESTEEM Program for fifth-grade students.
Approved new bank account signature authorizations.
Adopted the 2026–2027 Student Code of Conduct.
Set Monday, August 17, at 5:30 p.m. as the date to hold a public hearing and consider adoption of the 2026–2027 district budget and 2026 tax rate.
Tabled action on setting the proposed 2026 tax rate.
Approved implementation of the ESTEEM Program for fifth-grade students.
Approved updating the district's authorized representative for TexPool.
Accepted a generous donation of $13,546.89 from Raider Pride.
Approved personnel recommendations, including new hires and resignations.
Received the monthly Technology Department report from the Director of Technology.
